I have my SPA-3000 taking a PSTN line inbound and forwarding it to my Asterisk server after a few rings. I don't hear any "dial tone" when I do that kind of forwarding. I do it via the dial plan and I also tried it via "CFwd SelX Caller/Dest". How are you attempting to do it?
