The answer is in the error message. Asterisk is telling you it received a registration request from 10.1.0.254, but that IP is not permitted. Check your sip.conf and add either host=10.1.0.254 or host=dynamic in [111].
Small correction: That IP is not permitted to REGISTER. You need to add host=dynamic to permit a device to REGISTER. Host=<ip address> means that we already know where to find the device, so no registration is necessary.
