OK, then permissions aren't the issue.
I read the error as to say that it couldn't find the file as opposed to your
interpretation that it was found, but not accessible.

Not immediately coming to mind, no. Can you Playback() that same file in a simple extension for testing? app_queue uses the same functions for playing sounds as Playback(), so it would be good to know if it fails under both cases.
