The CPU is only a limitation for a VPN if the pipe the VPN is running over is large/wide. These devices are typically used at the end of a DSL/cable connection, with a maximum bandwidth of a few megabits per second. I don't think that a 200MHz Geode or ARM will have any trouble keeping up with that amount of traffic.
