First of all there's a third option, and that's keeping the phones on a separate VLAN then the one the PC's are on, and having asterisk reside on both VLANs.
The problem with a and b regards your intention to have those sip phones call sip phones that are outside your office (a branch office or a telecommuter or something along these lines). If you intend to do so that a and b a re still possible but a lot more complicated.
