DIAX is supporting now aLaw, uLaw, iLBC, Speex and GSM. Check beta version 0.9.9c from: http://www.geocities.com/tdanro/diax/diax099c.zip
The stable version will be 0.9.9f. I work on it and hope to be available before the new year.

P.S. There is no help file available for the new version.
Use the one from 0.9.8 as a starting point, even if they are a lot of new features in 0.9.9
