Most digital devices such as modems, fax machines and tivo's can not be used without a lot of changes on VoIP.
I've seen success with TiVo when you use a special code to kick it down to 14.4 kbps and use g711ulaw as the codec. I think your best bet is to try to eBay the custom nic for the TiVo series 1.
