Neither nor. You have an extra ')' in your Dial string. Instead of
exten => 666666666,4,Dial(${PHONE1}&${DECT1}&${DECT2}),25,tm) use
exten => 666666666,4,Dial(${PHONE1}&${DECT1}&${DECT2},25,tm)
