Kewlstart is part of the spec for forward disconnect on loopstart lines in North America(I am not familar with telco specs elsewhere in the world). When the party at the other end of the call hangs up, the telco switch removes talk battery from the circuit for a short period of time to signal disconnect. This is also referred to as forward disconnect.
