You shouldn't need a sound card.
Take a look at nat or firewall issues.

If that doesn't help can you give us an idea of your setup? ie; type of phones and how the network is setup.
btw, this is in the archives and can be found in the wiki.
Also see if voice passes from sip to the pstn.
