I'd like to add to that answer. Try just sending the phone number without any area code - eg 8617-2169

When calls come in on DID numbers they are always minus areacode so it would go without saying that they should be sent out the same way.

I think TON = national you should send a CID of 386172169 ie, without the leading 0

Although I use this:
exten => s,4,SetCIDNum(xxxxxxxx)
ie, just the 8 digits, which works fine...

and my zapata.conf has:
pridialplan=local
