I'll second PaulH's recommendation of the Telular SX-5e units. They plug into an FXO on the Asterisk machine (or wherever). Put anyone's capped SIM into the thing, and you're communicating with the GSM network. As a little added bonus, there's a serial port for sending and receiving text messages. You can either send AT-commands to the thing (it works like a modem), or get some software like SMS Server Tools to do it for you.
There are also PRI-interface based units, but they're expensive and really designed for high-end uses.
