It does, but if you're only upgrading asterisk but not changing any hardware, there's no need to reregister anything. In my case I just wanted to make sure that the registration wasn't going to write somewhere read-only (say /usr/lib) or in a ram-disk (in my case /etc). It's in /var/lib/asterisk which I have as a real disk...
