We ran into the same problem. Found out by reading the source that we had to use joinempty=strict and leavewhenempty=strict to make it work.

Now if I could just get it to pause the agent when someone direct dials the extension, and then unpause consistently when they hang up.

|Have you read the sample queues.conf file? There is an option |there called 'leavewhenempty' that does exactly that.
