For example, if you use an Point-to-Multipoint ISDN connection (not 'Anlagenanschluss'), then you won't get an immediate 'BUSY' on SIP Busy/Congestion.
It's not possible to signal the caller 'Busy' or 'Reject', because there is a timeout on the ISDN-Bus for ANY OTHER device which may answer the call.
Only on timeout, the Busy is signaled.
So what type of connection and environment do you use?
