Without on/offhook, I know there are USB 10-key pads out there, although that isn't really what you're looking for I should think. The +, - or ENTER key could be remapped to macro something else I should think...
Is the "window" an X window?
If so, using key bindings will allow the numeric keypad on a regular keyboard to be used relatively the same as a telco keypad.
This is how I use XLite.
The only thing missing is the '#' key, and it would be easy enough to map that to, say, the '/'.
One possible way, perhaps.
