That would work fine. You could still log in to the console and run the Asterisk console (asterisk -R) to watch things work, which is instructive.
Corollary: if Asterisk is running as ROOT, is there any benefit to booting at RUNLEVEL 1 to prune the overhead down even further? Or is that really only for debugging or administrative issues?
Yes, runlevel 1 (or "single user mode" as it is often called) is primarily for debugging or administration, and is set to run as few background programs ("daemons") as possible. Asterisk may depend upon some of these daemons (email, cron, syslog, to think of of a few), so runlevel 3 is still your best shot.
