It's not asking for SEP<MACaddr>.cnf.xml but SEP<MACaddr>.cnf
Anyway put the lines below in my SEP<MACaddr>.cnf and no joy :o(

My TFTP server reports either -
Timeout error sending SEP00115C0F70F4.cnf to 192.168.10.63
Or 
Transmit error while sending to 192.168.10.63 : The connection is reset
by remote side
