If, after you've changed your config to pri_cpe and you still get the
same messages (only saying they think they're the cpe too), ask your
provider to see if they have any interface loops running on their
switch. On many devices, you can set a loop on the interface that won't
show up as a line loop anywhere, you would just be receiving an exact
copy of every thing you send.

The problem isn't in /etc/zaptel.conf, but in /etc/asterisk/zapata.conf
You probably have the line "signalling=pri_net" somewhere but should
instead have "signalling=pri_cpe".
If that doesn't fix it, post your zapata.conf (without comments):
grep -v '^;' /etc/asterisk/zapata.conf
