Ok. I re-ran emerge after recompiling the kernel with CCIT support and left everything as you have it in your system and now it all works just fine.

do you see ztdummy.ko in there?

I have a system running 2.6.11-gentoo-r6 and zaptel 1.0.7 with no problems.

However, I load the modules in /etc/modules.autoload.d/kernel-2.6 with:
    zaptel
    ztdummy

and I have asterisk and zaptel running at default runlevel with asterisk
depend()-ing on "after zaptel".

See how that compares to your configuration...
