Just put that line in a context with just one line :

[from-pstn-noanswer]
exten => s,1,Hangup

That works for me

If you want to record the Caller ID in the CDR, do it like this :

[from-pstn-noanswer]
exten => s,1,Wait,3   ; Wait 3 seconds, to get callerid
exten => s,2,Hangup
