Yes, insert a "w" in the dial string. Each "w" adds additional delay.
Like:
exten => _9XXXXXXX,1,Dial(Zap/4/ww${EXTEN})
Its a fairly common problem, particularily in central office switches
that are old, and on some newer ones that might be under engineered.
