you can also install mpeg4ip from multimedia sources. Which is simpler and works perfectly

Yes, even this doesnt work.

BTW, I have slight update here, I am using mp4v2-1.9.0 from :
http://code.google.com/p/mp4v2/
coz MPEG4IP 1.5.0 refused to compile on my Ubuntu system.
Also that I am using DAHDHI 2.4.0, coz Zaptel refused to compile on my
system as well.
    
As long as h324m_loopback() does not work it is useless to test video 
streaming. Maybe there is a problem with the phone? Have you tried 
another phone?
