That doesn't sound  right.   You can't "suck out oxygen".  The pressure drop 
would not  be very serious.   I mean they didn't get  the bends.


The problem is smoke  inhalation.   Most "fire deaths" are smoke inhalation.   
The  whole city would be experiencing winds of smoke tearing through  things 
and the basement shelters weren't well-sealed, even if the collapsing building 
didn't kill them they'd fill with smoke rapidly.


So yeah the air went  bad, but  it didn't get "sucked out"  per  se.   The 
whole city was smoke and the smoke got  in.  There might not be fresh  
breathable  air  for half a mile horizontally  and a  few hundred feet 
vertically, and high winds aggressively exchanging  the  shelter's remaining 
air for smoke.
