FXS yes.  They generate ring and provide battery.  FXO accepts ring and 
battery.

You'll be lucky to find true per-second billing, a lot of little-guy VOIP 
providers learned the hard way that per-second only works if everyone plays 
by the same rules.  Most are 30/6 or somesuch (30 second minimum, 6 second 
increments afterward).

What exactly is 'dry loop' ?  I run SDSL over bare copper (no 
battery/dialtone) and have static IP.  I know the big guys (anyone 
(re)selling ADSL) does not do it 'dry loop' -- that's almost exclusively SDSL 
land.

That works with your provider.  Typically they'll either terminate your call 
to the local PSAP or they'll work out something where they'll route the call 
another way.
