DID lines from any provider are AFAIK 1-1 with call capacity.
Just like on a PBX you pretty much need a real "outside line" either to make
or to receive a call.

As far as rolling every single line over, there have been discussions on this list
and elsewhere on whether you should keep one line for emergency use.
Bottom line: it depends. :-) On how important calling is (don't most people have cell phones) vs the likelihood of * crashing in a way that you can't get it back online in under a few minutes. Power failures, equipment failures, that sort of thing.
