You can find a sample application in StarPy that does basically this
(though at the moment it doesn't record the account to the CDR). I just
coded it up over the last 2 hours, so it's still pretty crude, but for
the curious it's examples/calldurationcallback.py in the source
distribution.

It's about 120 lines of code + comments and docstrings. There are still
a few places where errors just don't get handled (or are handled by
simply dropping the call). Anyway, enough caveats, feel free to play
with it.

Does any one out there have the code/configuration figured out to
get Festival to do "Time and Charge" this would be a nice feature
for lawyers etc. The user first enters <#account code#><PSTN
dialed number>
On completion of the call the originator is called back
and Festival reads back the call detail (or puts it in a VM box)
It would go something like this:
"Hello, your call on <Date> at <Time> to <Caller
ID>Account<AccountNo>had a duration of <duration> Minutes.
Please update your client billing file."
