This won't help you with Bell but MTS/Allstream has allowed us to call-forward busy the final line of a "rotary" to an outside number. Granted it took a whole lot of convincing but thats normal.
AFAIK thats how "rotary" works these days, each line in the rotary is just set to "call-forward busy" to the next number.
