These are wonderful points for testing 911.  For me, this test was done 
accidentally when my three year old was playing with the phone.

My son was talking with 911 for about 5 minutes until they (a woman operator) 
requested to have the phone over to daddy.   My face turned RED & I kept 
apologizing.  I was simply told to keep the phone away from children.  The 
operator was quite professional & polite.

I still have not received the non-Emergency fine in the mail :).  But it's GOOD 
to know 911 works.   I also have a 416 number for the Toronto central dispatch 
office.  Let me dig it up and I'll post it here.  Perhaps the other folks can 
talk to the 911 department manager & find out the non-busy hours & the team 
leads at the dispatch office can be notified in advance for VOIP testing - to 
avoid possible false alarms.
