Another thing you can try is to put a scope on the ATA side which is
conncected to the Norstar. Dial the feature or star code from the sip
phone and see if you can catch the dtmf waveform. If not, maybe due to
the dialplan on the *.

Depending on what Norstar it is, the ATA (single line adaptor) may not
be capable of inband DTMF (after the call is answered) The best way to
check this out is to put a POTS phone on the extension, dial the
extension, answer the phone, dial some digits from the originating
Norstar phone.
If you hear nothing then you will have to look at speech recognition to
route the calls.
