I actually just asked that question recently on the biz list -- China
Telecom has a monopoly in the market. 3rd party VoIP is presently
banned, and actively blocked and shut down by the gov't as they find
them. Rumor has it the market is to be opened up in 2008.

If you discover otherwise, I'd love to hear about it ;-)

An alternative might be to set up a callback service, where they could
SMS/email/click a link on a webpage, and have Asterisk originate a
call here where rates into China are about $0.025/min, and then bridge
the call with you when they pick up.
