I know this isn't really an answer to your question.  But External paging
systems are pretty affordable and they tie into Asterisk with either and FXS
or FSO interface.  I'm not sure if you're doing it for fun or for profit but
you might find less headaches with an external system.

One of the issues one customer had with a Nortel BCM, and I'm not sure if
this also applies to Asterisk systems is that the invites were sent
sequentially and so some phones would only catch the latter part of the
page.  It just took a few or several seconds to setup all the sessions to
50+ phones and the receptionist wasn't waiting that long.  I don't even know
if she got an indication that the channel was ready for her to page.
