Technically you should be able to make a connection using IAX. Have the
client who is at the end of the satellite link register with the end that
has a hard link.
The tougher problem will be latency due to propagation delay. The total
end-to-end delay for a nominal conversation generally needs to be less than
300ms. Certainly more than 600 is going to start causing problems (people
will interrupt each other). Not sure what kind of satellite link is going to
be used, but a ping between endpoints will tell you what to expect in terms
of delay (and possibly packet loss).
So, making a call is probably do-able, but having a conversation may turn
out to be difficult. Then again, as long as both ends understand what is
happening ("it takes nearly a second before we hear what each other is
saying"), it may be tolerable.
All this assumes that there is little or no loss or jitter, which is not
something that would be easily solved, I would suspect.
