Honestly, I feel this is a bit premature on Digium's part since a beta
hasn't even been released yet. I just double checked the SVN repo, and
nope, no 1.4.0 tag yet, however you can get what will be 1.4 from SVN
trunk :)
Guess they just wanted to get a press release out at VON Boston, but
other than trunk, there is no 1.4 yet.
AHA! I missed it the first time I read the press release:

Asterisk 1.4 will be available for download on Digium's website
(www.digium.com) in October. Digium will also be demonstrating
Asterisk 1.4 in Booth #819 at the Fall VON conference.
