It would seem that the signaling from the Cell "Brick" provider is incorrect.
As mentioned, even if the cell provider answers and plays back an "unavailable" message it is supposed to send the proper signaling code that indicates the call was not completed so the calling party does not get charged. This should be passed up the chain to Asterisk so that it continues to try the other lines. I have this same thing configured here. It rings my cell & my desk. If my cell is off it still rings my desk. Are the two cell phones signed up with different providers?
