Is call waiting turned on on both the PBX and the phone?

Hi all, my clients GXP 2000 phones don't appear to be able to answer more than one call without going to Vmail or Busy signal. Default action with a single account should show a call on line 1 with concurrent incoming calls appearing on lines 2-4. The first call shows but any other calls simply act as if the phone is busy.
