Sounds like creating a custom context would help - and only allow local
outbound calling for that context.  You could just call forward the
extension somewhere so that it never rings.

Sure, you can do it by editing the config file
/etc/asterisk/extensions_custom.conf or according to
http://aussievoip.com.au/wiki/freePBX-CustomContexts there is a beta module
for freepbx to do so.
