so if I wanted a user to call into a DID, get to the switchboard, and dial
out a number. This can all this be done via asterisk? so like 10 users can
all call into the DID at the same time and have their calls routed after
they enter it.

A2Billing will do all of this quite easily.. I know a few people on here
are using it...
It even takes paypal payments...
