I've used the RadWare WSDs before... they're easy to configure and
appear to go for around USD$100 on ebay these days.  Might be your
best bet for a cheap easy to administer solution.

How about OpenBSD's hoststated or e-bay for an old
Radware Wsd - they work nice and are cheap!

Will your SIP clients simply register with one or the other, what happens
when they get a 'new' session at some point, where's the voicemail?
