Unless something has changed recently, Asterisk does not support SIP-T.

Carriers should be encouraged to use 'real' SIP instead.

If you just need to route SIP-T you might be able to use SER instead of
Asterisk. I haven't done it myself but SER apparently can deal with
SIP-T messaging.
