So the Internet has the http://www.IANA.org that doles out IP addresses
and other number spaces to the world. What's the equivalent in
telephony? Who assigns the country codes? Who in canada/us assigns the
area codes? Who then assigns the exchanges? I presume it's the carrier
that assigns the actual last 4 digits.
