I think there was a thread a couple months ago about trying to detect the
condition of an analog line on a zaptel device.  The specific discussion
related to an in-use condition but I think it applies here.  As I see it,
your primary problem is that Zaptel doesn't know that line 1 is out of
service.

You could try to do something with outgoing call progress (like predictive
dialers do) and if the result is an incomplete call, for specific reasons
(like not just busy or ring no answer) you could have the dialplan try a
second line.  Take a look at DIALSTATUS
