What I did was cancel my cell phone voicemail and have my cell forward to another number on my asterisk system that goes directly to my voicemail - which, in turn, sends the message back to my cell. As a bonus, it's cheaper than the voicemail option on my cell. I'm not 100% sure if this would work when the cell phone is turned off because I never turn mine off.
