Asterisk only supports T.38 pass-through. In other words between two ATAs both using T.38.
It does not support T.38 to a PRI channel or any Zaptel device. This _may_ have changed if you implement the most recent version of span_dsp but T.38 to Zaptel is not supported in default Asterisk build.
