Hi, I hope someone here know the answer to this question. I was told the other day that any cell phone, regardless if the phone has any service or not from a wireless provider, can still call 911 for an emergency.
I checked here: http://en.wikipedia.org/wiki/9-1-1 and it does show that is it true in the US, and it also states that any land line should be able to dial 911. Here is the excerpt from the article: In the U.S., FCC rules require every telephone that can physically access the network to be able to dial 911, regardless of any reason that normal service may have been disconnected (including non-payment). On wired (land line) phones, this usually is accomplished by a "soft" dial tone, which sounds normal, but will only allow emergency calls. Often, an unused and unpublished phone number will be issued to the line so that it will work properly. Does anyone here know if this also applies in Canada or at least in Toronto?
