Soekris is good, but has no hard drive. I have to reformat my CF drive once or
twice a year, probably related to country power (yes, it is on a UPS). 

Koolu (Canadian company, koolu.ca) has a more powerful CPU, runs on 5 - 10W.
Thecus N2100 is pretty low power (though it has an Arm cpu; the others
are Intel).  Thecus power brick says 12V/5A, remembering P=IE that makes it
60W max, with 2 full-size (well, 3.5") SATA hard drives (I've only got one drive
in mine).  Koolu keeps power low by only having one laptop-sized ATA drive.
