Bruce there is an RPM you can install to extend yum to allow downgrading to a specific version on a single package.

To install:  yum install *yum-allowdowngrade* --enablerepo=extras

Syntax : yum --allow-*downgrade* install php-common-5.1.6-15.el5.i386.rpm

This describes some other yum packages/features http://www.linux.com/feature/121596 like version locking that may lead you to some answers and ideas.
