I can not speak on the Bell dryloop, but I use to sell dryloop for Unitz.ca
which is now owned by Vianet up to about 3 months ago and at that time we
did not have 911 service It was just data connection. However I also sold
VOIP service for them as a bundle with dryloop which came with e911.

We bought the connections from bell so that would lead me to assume that
Bell does not provide 911 as well, but thats just my assumption.
