I don't know about a single device for both, but I have a device on my fax
machine that prevents you from picking up the line if another extension is
in use. It is a little "bobble" in the middle of the wire. It has an
"override" pushbutton on it too.

I think I got it at Radio Shack. Of course for what you describe, you would
want 2, one for each device.

It is from Aastra telecom and is called a "Busy Line Switch".

I know that this is a little bit different... But..

I need a small device that will allow me to plug in a fax modem and fax
machine and share the same analogue phone line.  So that if either device
has the line, it will block the other from interfering.  But also, if either
device is down, primarily the modem, then the other can still function.
