I don't know about a single device for both, but I have a device on my fax machine that prevents you from picking up the line if another extension is in use. It is a little "bobble" in the middle of the wire. It has an "override" pushbutton on it too.
I think I got it at Radio Shack. Of course for what you describe, you would want 2, one for each device.
