I recently had the same challenge in my office.  Cell phone power
users were incurring huge bills while overseas.

I didn't find a one-size-fits-all solution but Global SIM card
solutions like onesimcard.com and brightroam.com appear to offer good
savings.  The problem is that you really have to analyze the calling
patterns to choose the correct option.

Questions to ask include:
- Does the user visit one country exclusively or do they do tours of
Asia or Western Europe.
- Is most of the calling international, in-country, back to North America?
- Is most of the calling inbound or outbound?
- Look at where the new SIM's phone number is (UK, Estonia, etc)
figure that into your calculations

Brightroam looks good for people who might spend a week in Germany,
but if they go from Germany to Switzerland to the UK, then you'll pay
through the nose.

Disclosure:  I have no affiliation with the companies mentioned.  I
don't know that they're the very best, they're just what came up in my
research.
